Weather broadcast system

On radio channel 20 you can listen to the current weather report of the area. The weather conditions are also displayed at the ship panel weather section.
When the dynamic wx mode is active also a forecast is available (WIP).

Once in game, you can change the weather condition to a custom weather within the pause menu. The previously set weather mode will be then deactivated.

Be aware that on some scenarios and within the campaign mode, changing the weather will not be possible (WIP)
